LES 2025/26

Welcome to the 2025/26 LES specification resource page

This page has been created as a central hub for practices, bringing together the LES specifications, FAQs, and supporting documents in one place. Our goal is to provide a structured, accessible resource to help you find the information you need quickly and easily.

Each specification section includes:

  • The full specification – outlining all requirements.
  • A dedicated FAQ – we’ve anticipated potential questions for each specification and provided answers upfront.
  • Supporting documents – any additional materials that may be required to help you implement the specification effectively. These will be updated as new documents become available.

Please note that not all specifications will be uploaded to the intranet; some may be shared directly with the relevant practices.

This page also includes:

  • A general FAQ section – addressing common queries that apply across multiple specifications.
  • Key communications – any updates we share will be stored here for ease of reference.
  • Webinar recordings – any relevant webinars will be recorded and uploaded here for those who couldn’t attend live or need a refresher.

Additionally, when available, the BI performance report will be added to this page and updated monthly for the relevant specifications, ensuring you have access to the latest data for your practice.

For any queries, we have set up a centralised mailbox where you can reach out to us directly. If you need further clarification or assistance, please don’t hesitate to contact us – lscicb.primarycareles@nhs.net

This page is designed to be a practical and evolving resource to support your work. We will continue to update it with new materials as they become available.

We acknowledge that agreement has been reached on changes to the GMS Contract for 25/25 and details of this are due to be published.

Further to the cessation of the local Advice and Guidance LES, we have been asked about the associated funding and can confirm that in totality it will continue to be invested in the LES to fund the increase in weighted population (notified after we’d undertaken our original calculations and budget setting).

16 May 2025 – Funding ceased for minor injuries service

The ICB has recently undertaken a major review of the locally commissioned services provided by general practices to ensure we are commissioning consistently across Lancashire and South Cumbria. As part of this review the ICB has funded an increased range of general practice services.

However, following the review the minor injuries service, which was provided by a limited number of general practices in some parts of Lancashire and South Cumbria, has ceased.

We know that there are a number of other minor injury services and sources of advice available to patients across Lancashire and South Cumbria.

In case of minor injury, patients should be advised to use the NHS 111 service, either by visiting www.nhs.uk or by calling 111, or seek self-care advice from their local pharmacy.

As part of the LES performance monitoring for practices across Lancashire and South Cumbria, as with last year’s GPQC, the ICB has again worked with the business intelligence team to provide easy access for practices to review their LES activity data and performance against targets on a regular basis.

A comprehensive walkthrough guide for accessing data is available via the slides below, along with an instructional guide for navigating the data. Please note that while neither video contains audio, the walkthrough guide includes captions and there are slides with a written guide to support.

Please note: To access your practice specific data, please use the same password that was provided for the 2024/25 GPQC reports. Please ensure this password is stored securely and made accessible to relevant practice staff.

If you do not have the password to access the data, please speak to your practice manager, who should have received it last year. If needed, you can request it again via your place team using the relevant primary care mailbox

Please note the data will always be one month behind and may not reflect the most up-to-date information in your clinical systems. However, if practices notice significant discrepancies, they can report these to the data quality team via:

MLCSU IT Service Desk: Sostenuto self-service portal / AVA Chatbot / 0300 555 0212

Practices are encouraged to review their data regularly in particular when tracking performance against targets.

Data set for month 11 – up to February 2026. Uploaded 16 March 2026.

Work is ongoing to review and refine data quality since the move to the 2025/26 OPEL Framework, which in some cases is leading to artificially high scores being reported.
Please note OPEL 4 must be formally declared by Trust executives, therefore a score of OPEL 4 on its own does not mean that the organisation is formally operating at OPEL 4.
